SIL is allergic to cats... DH will not let me rescue one now

I have wanted a cat for years. We put it off for a long time. I still can't shake my 'kitty fever' I really have been talking about rescuing a cat since I moved out of my parents home.

We mentioned to SIL that for ODD birthday in November we were thinking of taking her to the shelter and letting her pick out a cat. I told her that I've been wanting to for years.

She says... "Oh...... well I really hope you decide not to.. I'm highly allergic. Oh and it will also raise your rent 50 dollars a month." (We rent from the same woman)

I said, "Oh, I have been talking about getting a cat since ODD was 1."

DH looked at me like he felt bad, so I knew that his mind was made up.

We talked about it later on, in a nutshell said he wants his sister to be able to come over. I now feel like I will never get a cat. I understand that she is his sister. I know that me having a cat is not a necessity. DH promised me we'd get one, now I know it will be a losing battle because he will always choose her over my hypothetical cat.

He did say once YDD (she's only 3 months old) was older we'd get a puppy... I just hate that her allergy is dictating the life we have at our home.

Am I being selfish? Overreacting? How would you handle this type of situation? Would you be upset at your SO if you were in my shoes? I'm trying to be understanding, because they live so close to us, have children so close in age to ours and we see each other quite often and I do love her.

I'm not sure just how bad her allergy gets either. So I'm not sure if it's just itchy eyes and the sniffles or so bad she breaks out in hives and is short of breath. She never really elaborates. When she mentions it, all I can really think about it, all I think about is the fact that I will never have a cat because I know that will make her feel like she is unwelcome in our home and DH would never want her to feel like that. Honestly nor would I but I want a cat. Which goes back to my questions.
