Am I a jerk or is MIL being difficult?

I know my MIL is my BEC so I'm coming here to see if I'm a jerk or if she's being difficult.

MIL asks to take my kids every once In a while. We pick a date and a couple days later she emails me letting me know what time I should drop them off. She lives 2 hours from me so that's 4 hours of driving just to drop off kids. I email her back saying I can't make the drive and she cancels the plans. Then bitches to anyone who will listen about how she has shed many tears over the fact that I don't make it easy for her to be a grandma. Dh has gotten to the point where he tells me to just hang up on her.

Anyhow I have always been under the impression that when someone asks to take the kids they mean they will come and take them. When my parents and my FIL (divoriced from mil) ask to take the kids they always offer to come to me. When I ask for babysitters I always offer to go to them. Have I been doing this wrong?

MIL can drive, doesnt work and has no children at home. I'm unsure why she won't drive other than she said she gets to tired from all that driving.

Is this a case of me being a jerk or is she being ridiculous? Give it to me straight.
